The working group of the Armenian State Pedagogical University (ASPU) for the Erasmus+ KPI4HE project, under the leadership of ASPU Vice-Rector for HR Management and International Cooperation Marianna Harutyunyan, took part in a workshop being held as part of the project at Yerevan State University.
The draft of the concept paper on the National Framework of Key Performance Indicators for Higher Education in Armenia (NF-KPI), as well as the methodology and structure for drafting the concept paper were considered. The aim of the concept paper is to ensure compliance of effective governance and accountability of higher education with international requirements, incorporating the opportunities that ‘green’ education and digital technologies have to offer.
The document envisages drafting and approving the NF-KPI, setting institutional and project-level indicators, introducing a common methodology for data gathering and analysis, as well as conducting periodic assessment and monitoring.
According to the working group in charge of drafting the concept paper, introduction of the NF-KPI will contribute to the development of a data-based policy, advancement of the system of higher education, increase of transparency and measurability, as well as the establishment of new approaches to government funding for universities.
During the discussion, the participants pointed out a number of problems and expectations, emphasizing that it is necessary to have not only a concept paper and indicators, but also practical guides and handbooks.
Let us mention that the Armenian State Pedagogical University after Khachatur Abovyan; Yerevan State University; Eurasia International University; Northern University; Gavar State University; the Higher Education and Science Committee at the Ministry of Education, Science, Culture and Sport of the Republic of Armenia; the Institute for Informatics and Automation Problems at the National Academy of Sciences of the Republic of Armenia; the National Center for Professional Education Quality Assurance and the Armenian Center for Education Policy and Management NGO are engaged in the development of the concept paper.
