Discussions held as part of KPI4HE Project

Vice-Rector of the Armenian State Pedagogical University (ASPU) for HR Management and International Cooperation Marianna Harutyunyan today had a working meeting as part of the “Establishment of National Framework of Key Performance Indicators for Good Governance and Quality Towards Inclusive, Digital and Green Oriented Higher Education in Armenia (KPI4HE) Project.

The partners engaged in the Project were introduced to the draft Concept Paper on the National Framework of Key Performance Indicators for Higher Education in the Republic of Armenia.

The aim of the Concept Paper is to develop and introduce the foundations for the National Framework of Key Performance Indicators (NFKPI), ensuring improvement of the quality of education, accountability and effective governance. The document presents the sector-specific issues, international practice, as well as the proposed solutions and the expected impact.

As Marianna Harutyunyan mentioned, over the past decades, various reforms have been made in higher education in the Republic of Armenia, yet the accountability and quality assurance mechanisms require systematic review.

Talking about international practice, the Vice-Rector noted that the introduction of key performance indicators fosters effective planning, implementation and assessment of higher education, as well as the internationalization and increase of competitiveness of the higher education system of the Republic of Armenia.

Marianna Harutyunyan assured that a lot of work is being done to develop the NFKPI, adding that even though there are different models around the world, the ASPU has chosen the Irish model, which is the closest to the reforms that are being implemented.

The Vice-Rector thoroughly presented the goals and objectives of the NFKPI, talked about the proposed solutions and voiced hope that the document will foster effective governance in higher education, increase of accountability and the ensuring of compliance with the international level in Armenia, taking into account the modern requirements for governance of education and the opportunities that inclusive, green oriented education and digital technologies have to offer.

There was also an interesting discussion and a question-and-answer session.

Let us remind that the delegation led by ASPU Vice-Rector for HR Management and International Cooperation Marianna Harutyunyan returned from the University of Genoa a few days ago. The aim of the visit was to become familiar with the key performance indicators for governance and quality towards inclusive, digital and green oriented higher education at the University of Genoa in Italy, the University of Oldenburg and Technical University of Dresden (Technische Universität Dresden (TU DRESDEN) in Germany (EU partner universities of the Erasmus+ KPI4HE Project), the internationalization of universities, the planning of institutional research and strategic planning, the procedures for bringing them into compliance with the national KPI goals, as well as the processes of introducing and applying the Higher Education Management Information System (HEMIS).
