Students and lecturers of the Faculty of Mathematics, Physics and Informatics led by Mr. Gagik Demirkhanyan, Dean of the same Faculty, discussed the draft law on Higher Education and Science.
They expressed their concerns about the draft law and made suggestions on the academic, people and financial sectors of the university.
Arsen Taroyan, Acting Professor of ASPU, Candidate of Science in Physics and Mathematics, says even the name of the bill is wrong. “The same law cannot be applied both in education and science; they need to be clearly separated,” he stressed.
The law has no preface. The names of the authors are not mentioned. There are serious contradictions, even misspellings and incomprehensible semantic wording,” said Gagik Demirkhanyan, Doctor of Physics and Mathematics. He then expressed his concerns about the financial formulations in the bill.
Boris Khoderyan, Associate Professor, Candidate of Science in Technology, presented his concerns and suggestions in written form.
Further on, the participants discussed quality assurance in higher education and expressed their dissatisfaction with the age requirements for lecturers as foreseen by the draft law. let us remind that under the bill a person cannot participate in the competition for scientific and pedagogical positions if he is over 70 and the Rector may conclude a one-year employment contract with him/her.
Professor Hamlet Harutyunyan stressed that the draft law on Higher Education and Science should not conflict with the country’s organic law. "Projects submitted by international organizations sh should not be given preference if they contravene local laws,” he stressed.
The presentees were unanimous that the age restriction for professors and scientists is a violation of their interests; all age restrictions should be lifted.
The Dean advised the speakers to summarize the views, suggestions and comments expressed during the discussion and to draft a document based on them. The suggestions of the teaching staff will be submitted to the ASPU Rector and posted on the University website. They will also be sent to the Ministry of Education, Science, Culture and Sport.
